They are sociopaths. Yes, there is a difference. Feel free to look it up. They KNOW what they are doing. They KNOW it is wrong. They don't CARE! It brings them pleasure to hurt people, to kill people. It's why they are there. There may be psychopaths down the chain, but they are not the ones in charge.
